    Bio:

    Dr. Downs attended the University of Delaware (1965-1968) before transferring to PT school at MCV. He became interested in clinical electrophysiology while in PT school and upon graduation joined the U.S. PHS where he was in an apprenticeship in EMG. He attended the graduate PT program at Emory University (Atlanta, GA) and the Anatomy graduate program at the Medical College of Wisconsin (Milwaukee, WI) before returning to the Delmarva Peninsula in 1976. After working as the Director of  PT at Memorial Hospital in Easton, MD, he founded Tidewater Electromyography in 1980 and Tidewater Physical Therapy and Rehabilitation Associates, P.A. in 1984. His organizations now serve 20 locations on the Eastern Shore of Maryland and Southern Delaware. He has served in several offices of the APTA and was a member of the Maryland State Board of Physical Therapy Examiners (1994-2002). While continuing to practice full time he attended RMUoHP, starting in 1999 and graduated in 2006.
