Applicants wishing to appeal their admission decision must submit a written appeal to the Office of Admissions. Complete the form appeal form.

If you need to change your information (name, address, semester, or major), please complete our change of information form and return to the Office of Admissions & Recruitment (along with supporting documentation if required). Email the completed form to: umesadmissions@umes.edu

If you have paid your enrollment deposit and have been matriculated as a student at UMES, to change your information and/or major, you must complete the Office of the Registrar change of information or change of major form. Access all Registrar Forms here.

Parents, please complete the dual enrollment parent permission form for prospective students.

The purpose of the Golden Identification Program is to make courses available to retired citizens who are 60 years old or older and are residents of the state of Maryland.  Once admitted to the University, the Maryland resident will be eligible to register for credit courses (maximum of 6 credits) as a regular or a special student and pay the mandatory fees. This benefit is only for students who attend classes at the home institution and is applied during the Fall and Spring semesters only. Tuition, per semester, will be waived. Complete the Golden ID Request Form.

To change your degree status from non-degree to degree seeking status, complete the non-degree to degree seeking status change form.

A determination of in-state status for purposes of admission, tuition and fees is made upon admission and remains in effect until successfully challenged through the residency appeal process. The Residency Form must be completed in order to be determined.

Defining “In-State” Status

UMES, is part of the University System of Maryland (USM), and it defines in-state status as follows (according to the USM policy on student classification for admission and tuition purposes).  In-state status is granted to students who, for at least twelve (12) consecutive months immediately prior to and including the last date available to register for courses in the semester/term for which the student seeks in-state tuition status, has the continuous intent to:

1. Make Maryland his or her permanent home; and
2. Abandon his or her former home state; and
3. Reside in Maryland indefinitely; and
4. Reside in Maryland primarily for a purpose other than that of attending an educational institution in Maryland.

-OR-

• is the spouse or financial dependent of, a full-time or part-time (50%) regular employee of a University System of Maryland educational institution
• is the spouse or financial dependent of, a full-time member of the U.S. Armed Forces, residing or stationed in Maryland, or whose home of residency is Maryland.
• qualifies for the Nonresident Tuition Exemption for Eligible Maryland High School Graduates

How to File a Petition

Students may request reevaluation of residency status by filing a petition and providing documentation by the first day of classes for the semester in which the student wishes to be classified as in-state. Complete our Residency Petition Form.

*All required fields on the residency petition must be completed and all requested documentation provided at the time of submission. Your petition will not be accepted if photocopies of the required documents are not provided with your petition. View our UMES Residency Checklist.

Per the University System of Maryland (USM), any student, other than a nonimmigrant alien within the meaning of 8 U.S.C. § 1101 (A)(15), who meets all of the following requirements shall be exempt from paying the nonresident tuition differential at all public colleges and universities in Maryland. Veterans must complete the Veterans Education Enrollment Request form.

For international students financially dependent on others, complete the Affidavit of Financial Support for International Students form.
